Problem
The Govt. of Andhra Pradesh passed an Act known as A.P. Public Safety Act, 2005. According to this Act - any printer, publisher or editor should submit a copy of their publication to Govt. in respect of certain issues. Further the Act says that such issues will be published only after getting the permission from the chief commissioner of Hyderabad. The Act is challenged. Decide.

A minority educational institution is offering U.G. and P.G. courses in Hyderabad. The institution wants to take both minorities and non-minorities by conducting its own entrance examination. The Govt. contention is that all minority and non-minority institutions are governed by PGCET conducted by State Council of Andhra Pradesh. What is the correct legal position? Explain.
